Measure your body, not a pair of pants. Legs sit just above the knee — around a 5 inch inside leg on M and L, a little shorter on the small sizes and longer on the big ones.
Age is a starting point only — kids vary enormously. Waist is what actually decides the size.

A boys' size means the same waist in both ranges — a 10 is a 10. They just stop at different ends: † size 4 is Original Classics only, ‡ size 14 is Endless Summer only. Bigger than a 14? Most teens move into Men's XS.
One girls' fit across the range, so this chart is the only one you need. Waist decides the size — age is just a guide.

Girls' shorts have a generous elastic waist with a drawstring, so there is a bit of give either way. Between sizes, or she is growing fast? Take the next size up.
The waist sizing is identical across both ranges. If you are a Men's M in one, you are a Men's M in the other, and a boys' 10 is a boys' 10. Overall length is the same too. What changes is the cut below the waist.

Every pair has an elastic waistband and an adjustable drawstring, so there's give either way.
The bit that confuses everyone
You're not measuring wrong. And your pants aren't lying, exactly. The two numbers are just different kinds of number.
Different numbers. Both can be right.
So if you've worn a 30 your whole adult life and the tape says 34, nothing has gone wrong — both numbers are telling the truth about different things. Use your tape measurement in the chart above. It's the one that gets your fit right first go. Your usual pant size is a decent sanity check, but it varies enough between brands that we wouldn't bet your summer on it.
